Paris International Conference Secures $1 Billion for Lebanon Amid Regional Tensions

The Paris International Conference in Support of Lebanon, held on 24th October 2024, concluded successfully, securing a combined pledge of around US$1 billion in humanitarian and military aid, marking a significant step in bolstering Lebanon’s stability amid escalating regional tensions. The conference, convened by France, raised US$800 million dedicated to humanitarian aid, relief operations, and economic support, alongside an additional US$200 million earmarked to strengthen the Lebanese Army, according to French Foreign Minister Jean-Noël Barrot.

French President Emmanuel Macron, opening the conference, underscored France's commitment to Lebanon's sovereignty and stability, announcing that his government would contribute €100 million (approximately US$108 million) towards the aid fund. Macron stressed the importance of Lebanon’s stability for regional peace, calling for an immediate de-escalation of hostilities between Israel and Hezbollah. He stated, “Lebanon’s sovereignty must be protected, and urgent action is needed to prevent this conflict from spiraling further.”

The Lebanese Prime Minister, Najib Mikati, also addressed the gathering, advocating for a strong, unified international stance to end the crisis. Emphasizing the need for a diplomatic resolution, he called on all parties to adhere to the principles of UN Security Council Resolution 1701, which aims to prevent hostilities and ensure the safe return of displaced persons. Mikati’s call highlighted Lebanon’s struggle to safeguard its population, particularly in light of the mounting threats and displacement resulting from the hostilities in southern Lebanon.

The conference drew a diverse range of international stakeholders who expressed a shared commitment to mitigating Lebanon’s economic and security challenges. The funds pledged are expected to help provide critical relief for Lebanon’s civilian population, who are facing economic hardship and displacement. In addition to the direct humanitarian support, the allocation for Lebanon’s military underscores the international community's recognition of the Lebanese Army’s pivotal role in maintaining internal stability.

Analysts note that the financial commitment from France and other nations represents a concerted diplomatic effort to stabilize Lebanon, as regional actors weigh in on the implications of the conflict. By investing in Lebanon’s economy and security, the international community hopes to curb any potential escalation, safeguard Lebanon’s sovereignty, and support efforts toward a peaceful resolution in the region.
